In the recent past, the friendly Vietnam-China neighbourliness and cooperation were continuously boosted, bringing in practical benefits to the two countries. High-level leaders of the two countries annually exchanged visits as well as held meetings on the sidelines of international conferences. Such regular high-level meetings have become an especially important factor for the development of multifaceted relations between the two governments and peoples.

My visit had three purposes. One was to exchange views with Foreign Minister Li Zhaoxing and other Chinese leaders on the direction and measures to implement agreements reached during high-level visits in 2006 and preparations for high-level visits in 2007. Two was to prepare for the second session of the Steering Committee for Vietnam-China Bilateral Cooperation in the second half of 2007. Three was to exchange views on boosting coordination and cooperation between the two foreign ministries.

My visit to China was a success. In Beijing, I had fruitful talks with Foreign Minister Li Zhaoxing. I held a working session with State Councillor Tang Jiaxuan and paid a courtesy visit to Premier Wen Jiabao.

The two sides reviewed bilateral relations in the recent past and we were pleased with the new development in the ties between the two Parties and countries.

During these talks and meetings, the two sides agreed on the orientation and measures to boost the bilateral relationship, including the implementation of agreements reached during the high-level visits in 2006.

Regarding economy and trade, the two sides confirmed the target of 15 billion USD in bilateral trade turnover by 2010, and agreed to continue accelerating the implementation of large cooperative projects as well as to implement the agreement on the development of trade and economic relations and the "two corridors and one economic belt".

A Vietnam-China conjugate expert group will be established in the near future to study projects on building road and railway systems under the "two corridors and one economic belt" agreement.

During the talks, I proposed that Vietnam and China cooperate closely so as to sustainably use water resources and protect the environment of the Mekong and Red rivers. The Chinese leaders pledged to pay due attention to the interests of the countries in the lower sections of the Mekong and Red rivers, including Vietnam.

The two sides discussed preparations for the second session of the Steering Committee for Vietnam-China Bilateral Cooperation slated for the later half of 2007.

Both sides reaffirmed their determination to complete border demarcation and landmark planting in 2008, continue negotiations on the demarcation of the waters outside the Tonkin Gulf gate and join each other in maintaining peace and stability in the East Sea.

The two sides reached common awareness that the promotion of the multi-faceted cooperation among border localities and the cultural and educational exchange and cooperation would contribute to building the Vietnam-China border into a border of peace, friendship and cooperation for mutual development.

In Shanghai, I had meetings and working sessions with the city's leaders and a number of economic groups and big businesses which have cooperative relations with Vietnam. Both Shanghai leaders and businesses expressed their desire to further promote their economic and trade ties with Vietnam for mutual benefits in the coming time.

In the Macau Special Administrative Region (MSAR) of China, I held a working session with MSAR Chief Executive Ho Hau Wah. We discussed detailed measures to further boost the bilateral cooperation between Vietnam and the MSAR, including the implementation of agreements reached during the MSAR Chief Executive's visit to Vietnam in October 2006. In the immediate future, both sides will continue their discussions to seek possibilities for cooperation in labour and tourism.

Vietnam and China are two neighbouring countries that have a long-established traditional friendship. The two countries have always stood shoulder by shoulder and supported each other during their struggles for national liberation and national construction.

Both Vietnam and China are exerting efforts to implement renovation and the open door policy with the aim of further developing their respective countries. The two countries are members of many important regional and international organisations.

The two sides were delighted to note that the friendly neighbourliness and comprehensive cooperation between Vietnam and China have been continuously consolidated and developed over the past years, bringing in practical benefits for both countries.

The two sides believed that with concerted efforts made by the Parties, States and people of the two countries, the Vietnam-China relations will continuously develop in line with the motto "friendly neighbourliness, comprehensive cooperation, long-lasting stability and future-oriented vision". The two countries will be really "good neighbours, good friends, good comrades and good partners", meeting the desires and basic interests of the two people, and for the sake of peace, stability, cooperation and development in Asia and the world.
